The process of creating the budget for the United States Government is sometimes known as the budget process

The budget process begins when the President of the United States presents his budget to Congress. This document is used as a guideline, not an ironclad document. Then, the House and Senate Budget Committees each produce their own budget guidelines. The actual spending for each year is finally produced in the Appropriations Committee, whose members wield a great deal of power in Congress.
