Horten is a municipality and town in the county of Vestfold, Norway. It is located along the Oslofjord, and has 24,302 inhabitants (January 1, 2002). The area is 70 km2.

The municipality was previously called Borre, but after a referendum in 2001, changed to Horten in June 1 2001.

Located in Horten are Marinemuseet (The Naval Museum), the oldest existing museum of its kind in the world (founded in 1853), and the Norwegian Museum of Photography - Preus Fotomuseum - a unique museum located in the same building as the naval museum.
