Henri Fayol
Fayol addressed the optimisation of administration. He proposed a range of measures including division of labour, hierarchy of authority and span of command. In particular, he noted the functional role to managers: managers plan, organize, control, resource, staff and direct. This thinking is now widely adopted. Today, Fayol's concern for optimisation of administration lives on in 'whole of government' administrative procedures, enterprise bargaining and other ways.
