It is Christmas in Gotham City. A twisted penguin-man, the heir of the aristocratic Cobblepot family, which was tossed to the sewers by his parents, is determined to regain his birthrights.

"I was their number one son, but they treated me as number two." -The Penguin, on his parents' graveyard
Max Shrek, a crude businessman, wants to build a new power-plant/drainer as an inheritence to his first born, but is being blocked by Bruce Wayne and the current mayor of Gotham.

Abducted by the Penguin's Red Triangle Circus gang, Shrek agrees to help the Penguin re-emerge to the surface and build him good public relations. Noticing the good reaction to the Penguin's tragic story, Shrek decides to run the Penguin for mayor's office, in order to exploit him to approve his power-plant project.

In order to replace the current mayor, havoc is neeeded. The Penguin's Red Triangle Circus provides the mess, with the help of Catwoman, the frustrated secretary of Max Shrek - who has a love/hate relationship with Bruce Wayne/Batman. Now, it is up to Batman to stop the riots and expose the Penguin's true intentions.
